Background and Goals
- Taiwan faces a scarcity of natural resources, which often leads to
energy shortage issues during economic development. Circular economy, a concept
that prioritizes resource utilization and environmental sustainability, has
gained significant momentum in European nations and is also a crucial policy
for the Taiwanese government.
- Taiwan Sugar Corporation (TSC) aims to invest in an energy services company to promote the resource utilization of biomass waste generated by Taiwan's food and agricultural processing industries. This project aims to develop biogas energy while addressing the issue of waste disposal.
Implementation Progress
- Tung Sugar Energy Service Co., Ltd., a joint venture, includes four
companies, including TSC.
- The joint venture project was reviewed by the Ministry of Economic
Affairs and approved by the Executive Yuan. TSC completed its investment
payment on July 7, 2020.
- Tung Sugar Energy Service Co., Ltd. has established a biogas center with a 5,000 cubic meter digester in the Neipu Industrial Park, Pingtung County. It obtained renewable energy power generation equipment registration in May 2024 and is officially operating.
Future Development Plan

Energy Service Co., Ltd. will collect biomass feedstocks from domestic
companies, such as distiller's grains, and charge processing fees. The
collected feedstocks will be anaerobically fermented to generate biogas, which
will be sold to Taiwan Power Company (Taipower) for electricity generation. The
biogas residue will be sold as a raw material for organic fertilizer.
Expected Benefits
The initiative will assist in the resource
recovery and energy utilization of biomass and wastewater nationwide, setting a
precedent for waste management within Taiwan's food industry.
Collaboration Partners and Opportunities
- Collaboration with fertilizer companies and farmers to reutilize
biogas residue and slurry for fertilizer production.
- Partnership with local companies that generate biomass waste to
provide biomass feedstock for biogas power generation.
- Collaboration with domestic biomass energy and wastewater treatment
companies for equipment or technology partnership.
- Recruitment of local youth to join the energy service company team.
