2024 Goals and Achievements
  • To have zero incidents concerning privacy violation and data leakage. (accomplished)

→There were no incidents concerning privacy violation and data leakage.
→We have established a designated section for the Personal Data Protection Act and its Enforcement Rules, and other relevant laws and regulations under the Company’s business cloud drive/ team folder/ legal office/personal data protection

→In January 2024, a centralized training course titled 'Practical Audit of Personal Data File Security' was organized; in March, personnel were assigned to attend the '2024 Personal Data Protection Training for Regulated Industries' held by the Bureau of Energy, Ministry of Economic Affairs; and in July, the 2024 Taiwan Sugar Corporation Personal Data Protection Task Force Meeting was convened.

→The Ministry of Economic Affairs outsourced the evaluation of corporate governance, and the result was “excellent.” In March 2025, the corporate rating was upgraded by Taiwan Ratings to long-term "twAA" and short-term "twA-1+," with a "stable" outlook.

→In 2024, a total of 31 anti-corruption awareness events were held, with 1,244 participants. Additionally, 15 community engagement activities were organized, attracting 2,393 participants.

→Corruption-related risk assessments have been carried out on 17 units under its jurisdiction, accounting for 100% of all the operating bases of TSC. No major corruption risk cases occurred in 2024.

2024 Goals and Achievements
  • The annual water saving target of Dalin Biotechnology Factory is 200 metric tonnes. (accomplished)

→In 2024, the Dalin Biotechnology Plant achieved an annual water savings of approximately 224 metric tonnes.

  • The wastewater reuse and recovery rate of the Dalin Biotechnology Factory is 90%. (accomplished)

  • To continuously promote the installation of solar PV equipment for rooftops, ground-mounted, detention ponds and unfavorable farming land. (accomplished)
In 2024, the installation of 1.25MW was completed.The cumulative installation of solar photovoltaic facilities has reached 543.64MW, including 17.08MW of rooftop equipment, 99.95MW of floating PV energy generation equipment (detention ponds), 426.61MW of ground-mounted (including low-fertility agricultural land).
  • To continue the promotion of energy conservation movement and the development of renewable energy. (accomplished)
In 2024, a total of 10.6378 million KWh of electricity was generated using biogas (excluding certificates) and agricultural waste resources such as bagasse.
  • The domestic orchid greenhouse heat pump installation project is expected to cover an area of 15,743 square meters. (accomplished)

→In 2024, heat pumps were installed in orchid greenhouses covering a total area of 15,743 square meters.

  • Diversified energy supply is a concrete action for TSC gas stations to achieve net zero emissions. In 2024, it is planned to launch 18 rapid charging service stations for electric vehicles at the existing gas stations. (unaccomplished)

→As of the end of 2024, 11 electric vehicle fast charging stations have been installed at existing gas stations, and 69 battery swap stations have been set up. Starting from July 1, 2023, the government implemented a new regulation requiring newly installed EV charging stations to obtain VPC certification, resulting in the failure to achieve the charging station installation target in 2024. TSC expects to complete it in 2025.

  • To continue to study the recycling of agricultural waste and develop recycling businesses in different fields. (accomplished)

→As of the end of 2024, 8,118 metric tonnes of discarded oyster shells were made into oyster shell powder.

→The percentage of waste recycling reached 99.38%, a 0.07% increase compared with 2023(99.31%).

→Promoting energy conservation and carbon reduction has resulted in approximately 56,587.824GJ of energy savings and a reduction of about 3,517.24 metric tonnes of CO2e emissions.

  • Moderate retention of forest trees will be maintained to continuously create habitat and ecological environments, providing functions of habitat, forage, and ecological corridor for wildlife. In addition to applying for ecological incentives from the Forestry and Nature Conservation Agency, we also applied for the Reforestation and Afforestation Carbon Sequestration Project to obtain reduction credits. (accomplished)

→In 2024, TSC continued to cultivate trees and cooperate with the Pingtung Branch of Forestry and Nature Conservation Agency in the "Carbon Sink Project Demonstration Area in the Core Management Area of ​​the Linhousilin Forest Park". The 20-year project is expected to achieve a total reduction of 3,722 metric tonnes. However, the cooperation project has been suspended due to the amendment of the "Regulations for Greenhouse Gas Emission Offset Management" to the "Regulations for Voluntary Emission Reduction Project Management" and the insufficient capacity of domestic inspection agencies.

  • Xiaogang Plant is expected to reduce its greenhouse gas emissions to below 62,000 metric tonnes of CO2e in 2024. (accomplished)

→In 2024, the greenhouse gas emissions from the Xiaogang Plant of the Sugar Business Division were approximately 60,435 metric tonnes of CO₂e.

2025 Goals
  • The renovation project of a total of 13 pig farms under the Agricultural Circulation Pig Farm Renovation Investment Plan strives to be completed by the end of June, 2025. The new pig farms will upgrade the wastewater treatment equipment of traditional pig houses to improve treatment efficiency. After the reconstruction of the pig farms, the amount of wastewater per pig per day will be reduced by 50%.
  • To achieve the target of wastewater recovery rate (R2) at 77%
  • To achieve a 6% resource recovery rate for livestock manure.
  • It is planned to apply for biomass renewable energy certificates for bagasse boiler and power generation facilities in 2025, and it is expected that up to 12,800 renewable energy certificates can be obtained and sold.
  • It is expected that the 9,484m2 greenhouse heat pump project in Wushulin Orchid Nursery and Dalin Orchid Nursery will be completed in 2025.
  • It is expected that 21 stations and 46 guns electric vehicle fast charging piles will be installed at existing gas stations.
  • In 2025, the capacity of solar photovoltaic installations will be increased by 8.48MW (if the original planned installation schedule is affected by factors beyond the control of the company, the target installation capacity may be adjusted as appropriate).
  • Currently, in addition to industrial and feed uses, TSC Biomaterial Factory is expected to complete the fertilizer registration change in 2025 to expand the fertilizer market, with the goal of increasing oyster shell powder sales by 25%.

  • To continue to take inventory of the rooftop and ground-mounted solar PV facilities on the roofs of buildings and on low-fertility agricultural land, TSC aims to achieve a self-installed solar capacity of 864.24 MW by 2027.
  • By 2030, a total of 37 locations with 92 fast EV charging nozzles are planned to be installed at existing gas station sites.
  • Actively promote the circular economy and reduce waste generation.
  • The number of fines for stationary pollution sources exceeding the emission standards is 0.
  • To continue to maintain the effectiveness of the environmental management system of Xiaogang Plant.
  • To continue to maintain the existing air pollution control equipment at Shanhua Sugar Factory and Huwei Sugar Factory, and evaluate new boilers and new combustion technologies to reduce pollutant emissions and improve combustion efficiency.

2024 Goals and Achievements
  • The pesticide usage per unit area in sugarcane cultivation fields of the Sugar Business Division decrease by 3% compared to the previous year. (unaccomplished)

→The pesticide usage per harvested area was approximately 12.96 kg/hectare, an increase of about 2.05% from 2023 (12.70 kg/hectare). This was mainly due to the direct impact of several typhoons such as Shantuoer in 2024, causing floods in the sugarcane fields and loss of some soil and pesticides. Pesticides had to be reapplied, resulting in higher usage.

  • To promote soil health and reduce the use of chemical fertilizers, green manure is planted on the self-operated farms during the sugarcane rotation and fallow period, with a planned planting area of 587.12 hectares. (unaccomplished)

→The actual cultivated area in 2024 was 526.62 hectares. This was mainly due to the increase in the area of farmland released for cooperative operation and the expropriation of land for science parks, which has reduced the area of leisure land and led to decreased green manure cultivation area.

  • The residual bagasse is all used for sugar factory boiler combustion for power generation and for the production of organic compost or feed. (accomplished)

→In 2024, a total of 110,108.92 metric tonnes of bagasse was produced. Among this, 66,164.51 metric tonnes were used as boiler fuel for power generation, producing 9.934 million kilowatt-hours (KWh) of electricity. The remaining 43,944.41 metric tonnes of bagasse were recycled and reused for composting or as animal feed.

  • To implement firefly conservation actions and organize at least one larval release activity. (accomplished)

→Organized 3 sessions of firefly ecological education and release activity, with a total of 105 participants.

2025 Goals
  • To achieve a 3% reduction in pesticide usage per unit area of sugarcane cultivation compared to the previous year.
  • To promote land health and reduce the use of chemical fertilizers, green manure is planted during sugarcane rotation and fallow period of TSC’s self-operated farms. The planned planting area for 2025 is 400 hectares.
  • Agricultural Circulation Pig Farm Renovation and Investment Project” involving the reconstruction of all 13 pig farms aims to be completed by the end of June 2026, with production expected to commence gradually in the same year.
  • To become a specialized oyster shell calcium carbonate manufacturer, supporting both industrial-grade and agricultural-grade applications.
  • To provide people with safe, hygienic and healthy pork and its products with CAS labels and product traceability certification.
  • To produce sufficient and high-quality sugar and edible oils to meet domestic market needs.
  • To cooperates with government policies and continue to purchase sugarcane from contracted sugarcane farmers at a guaranteed price; some of our own farms also cooperate with young farmers to produce raw sugarcane to support regional agricultural development.
  • TSC cooperated with the government price stabilization policy and maintained the retail price of household small-pack refined white sugar at under NTD36/kg during periods of rising international sugar prices. For commercial large-pack sugar, we adopted a gradual price adjustment strategy to mitigate the impact on domestic consumer prices. The retail price of 3-liter bottled soybean oil remains unchanged at NTD169, with a continued price freeze policy in place.
  • After the renovation of the pig farm is completed, it will score each item in accordance with the "EAST Certified Animal Welfare Certification -Pig Farming Animal Welfare Scoring Standard" to review whether the existing breeding conditions and breeding equipment can be strengthened or improved.
  • The self-operated farms utilize biological pest control methods such as the use of Trichogramma chilonis to reduce the use of insecticides and control rodent damage in sugarcane fields, thereby preserving the ecological balance of the farmland.

Medium- and Long- term Objectives
  • We continuously collaborate with the conclusions drawn in the meetings of Ministry of Agriculture dated on August 4, 2020, and August 23, 2021 to provide flat land for afforestation suitable for agricultural production locations to Ministry of Agriculture for the overall planning of organic agriculture zones, livestock zones, the special zone for the cultivation of medicinal plants used in traditional Chinese medicine that the Ministry of Health and Welfare is planning, and the land required for the demonstration of irrigation of biogas residue and biogas slurry planned by the Ministry of Environment.
  •  To promote soil health and reduce chemical fertilizer use, plant green manure crops during the fallow rotation periods of company-operated sugarcane farms, with the cultivated area gradually expanded to 800 hectares.

→In 2024, the total amount of subsidies for public welfare activities amounted to about NTD 4.749 million. In 2024, due to the lack of neighborly activities such as purchasing local agricultural products, the subsidy amount did not reach the expected target.

  • To assist each unit in enhancing the concept of equality, and every year each person is provided with 2 hours of gender equality training. (accomplished)

→In 2024, a total of 13 classes with a blended model integrating physical instruction, video conferencing, and online courses were offered, with a total of 3,109 trainees, accounting for 99.90% of all employees, and an average training time of 2.51 hours.

→In order to expand the effectiveness of the employee assistance program and help employees solve problems related to their work, life and health, we provided guidance to each unit to build an "Employee Care Group" with 133 care group members and established 65 employee care resources to provide immediate assistance to employees when they encounter problems, with a total of 47 people receiving the assistance.

→In 2024, 4,234 people were benefited (medical subsidies, injury and illness condolence money, health check-up subsidies, subsidies for TSC-owned tourist attractions, subsidies for recreational facilities, childbirth and education subsidies, emergency relief and loans, and medical insurance payments, etc.), with an amount of approximately NTD 21.23 million.

→A total of 69 labor-management conferences were held in 2024, and all proposals were immediately responded for smooth and good labor-management communication.

→In 2024, there were 2 occupational accidents involving non-employee workers (contractors).

  • To promote industrial safety and environmental protection month, disaster prevention education & training and emergency response drills with full participation. (accomplished)

→Organized a total of 146 sessions of disaster prevention education and emergency response drills, with a total of 2,381 participants.

→A total of 126 education and training sessions were conducted, with a total of 4,221 participants.

  • To introduce health examination service plans. (accomplished)

→Planned the “Execution of Abnormal Workload-trigger Disorders Management Plans.” In 2024, all of the units completed 98 consultation sessions, with a total of 476 people.

→The employees informed of major abnormalities in the health checkups would receive re-inspection notice for the return visit within 10 working days, and a total of 282people paid return visits.

2025 Goals
  • To assist each unit in enhancing the concept of equality, and every year each person is provided with 2 hours of gender equality training.
  • To assis each unit in promoting diversity and gender equality among employees (e.g. equal pay for equal work)
  • To assist various units in implementing employee assistance programs and promoting comprehensive health management programs.
  • 100% of employees are covered by collective agreements. This negotiation is to promote unity, protect employee rights, and improve employee welfare and working conditions.
  • Zero forced or compulsory labor.
  • No occupational diseases and major work-related deaths.
