Support the Development of Agriculture

Taking Care of Sugarcane Farmers

  TSC shoulders the mission of stabilizing domestic sugar prices. In addition to purchasing sugar from contracted sugarcane farmers at guaranteed sugar prices, there are also various measures to assist contracted sugarcane farmers with production. To align with the government's policy of "stabilizing the balance between domestic agricultural production and marketing", Taiwan Sugar Corporation handles the leasing of farmland for planting controlled crops in accordance with the "Coordination between Executive Yuan's Council of Agriculture and the Ministry of Economic Affairs on TSC's land leasing affairs", and the target area of control in line with the production and marketing balance policy is 4,778 hectares. No land resource rights-related protests occurred in 2024. 

  The company has taken the initiative to establish partnerships with farmland lessees, providing information such as production technology, marketing, and channel characteristics to strengthen interactive cooperation with young farmers. In addition to land lessees, TSC also expands its service objects to the entire eastern Hualien area to expand its influence on agriculture. It is hoped to market agricultural products produced by local young farmers through the development of multiple young farmer businesses, assist in regional agricultural development, and encourage or promote young people to return home.


Sugarcane Contract Farming

  There is no labor contract or employment relationship between our company and the contracted sugarcane farmers, and they are also the land owners. Considering the distance between the farmland and the sugar factory, as well as factors such as harvesting and transportation, we select suitable farmers to sign contracts as contracted sugarcane farmers. The content of the standard contract includes basic information of the sugarcane farmers, the location of the land, the land number, the planting area, the planting date, the sugarcane variety and other information. 55% of the sugar made from the sugarcane farmers is "sugar shared by the farmers", which is purchased by Taiwan Sugar Corporation at a guaranteed price of NTD24,878 per metric tonne. We also bear the transportation fees for the raw sugarcane farmers, the fire insurance premiums for the sugarcane plantations, the rodent bait fees and other subsidies. In addition, low-interest loans for production is also provided, calculated at a monthly interest rate of 0.25% simple interest, to help sugarcane farmers raise funds needed for the production process.


Low-carbon Fertilizer

  In line with the circular economy policy, Taiwan Sugar Corporation actively promotes the whole sugarcane utilization and develops sugar factory waste into organic fertilizers, including two major series: bagasse organic fertilizer and organic fertilizer (granular). In addition, the Tainan Operation Branch uses the sugar filter mud produced in Shanhua Sugar Factory to develop bagged " Taisugar Tang Boa organic Fertilizer (Powder)" organic fertilizer products, and has obtained a miscellaneous compost fertilizer registration certificate issued by the Agriculture and Food Agency. It can be used directly for soil improvement or reused as part of the raw materials for cultivation media.

  Peat is commonly used as a cultivation medium for general crop seedlings and off-ground cultivation. However, under the international trend of wetland protection, the mining of peat is evaluated as a non-sustainable resource and is at risk of exhaustion. Therefore, there is a trend of reduced production and rising prices internationally. According to data from the Taichung District Agricultural Research and Extension Station (Y. H. Tseng, 2023), the mining of white peat and black peat will produce 26kg CO2e/m3 and 51kg CO2e/m3 respectively, and during the process of application will produce 183kg CO2e/m3 and 257kg CO2e/m3 of carbon emissions respectively. 

  The company's newly developed organic fertilizer " Taisugar Tang Boa organic Fertilizer (Powder)" was tested by the TSRI for one year in 2023 and confirmed that it can replace peat as a general horticultural cultivation medium, which helps reduce carbon emissions generated during the mining, transportation and use of peat.


Smallholder Farmers Planting Carbon

  Sugarcane is a four-carbon (C4) crop with extremely large unit biomass yield on the earth. It has a highly efficient carbon fixation capacity and has made outstanding contributions to mitigating the greenhouse effect. In addition, soil carbon sinks are an important path to "natural carbon sinks" in the 12 key strategies for net zero transformation. However, foundational scientific data remains incomplete, and the relevant measurement methodologies are still under review by the Ministry of Environment.

  TSC's current sugarcane planting area remains at around 10,000 hectares (including contract farming). In response to the country's 2050 net-zero emissions policy and the international "4 per 1000 Initiative", it uses "carbon planting" to achieve the goal of carbon neutrality and net zero in sugarcane plantations. It has proactively planned to join the “Small Farmers Salute Paris Agreement and 4 per 1000 Initiative" initiated and implemented by the Green Consumer Foundation and Eco-affinity Inc., and has brought together about 300 small farmers to register about 270 hectares of farmland. It is expected that after participating in the project certification, related products will not only be able to be labeled with "gold standard" carbon reduction certification, the carbon rights generated will also be internationally accepted, which will help with TSC’s transformation into a zero-carbon enterprise.

  In recent years, the company has actively used its own agricultural and land resources to promote net-zero transformation and become the cornerstone of natural carbon sinks in the national net-zero emission plan. Before the relevant domestic standards and methodologies for land carbon sinks are officially completed, it will take the lead in cooperating with academic research institutions to accumulate inspection data, introduce international certification, and actively provide reference templates for the government. This "Small Farmers Salute Paris Agreement and 4 per 1000 Initiative" t is Taiwan's first international soil carbon sink project and has been officially logged on the Gold Standard official website. Taiwan Sugar Corporation has also signed a project commission development contract with Eco-affinity Inc., and initially planned to use 2 hectares of sugarcane land in Liuying Farm to participate in the project, that is, to increase the proportion of organic fertilizers such as "filter mud" produced by the company's sugar production end, so that chemical fertilizers can be reduced by 50%, and it will also make Taiwan Sugar Corporation the only company that currently increases soil carbon sinks through sugarcane planting. The 2 hectares of sugarcane land in Liuying Farm have been harvested in January 2025, and soil sampling was carried out by Eco-affinity Inc. and sent to the Environmental Laboratory of the Department of Public Health of Tzu Chi University in Hualien for soil organic carbon testing and analysis. The relevant results data will be announced after review by international verification unit.
