To reduce occupational safety risks, the company has formulated corresponding operation management process, adopted appropriate preventative measures and implemented necessary control methods for various business. In addition, through training, advocacy, drills and inspections, hazard identification continues to be carried out to control risks within an acceptable level and positively creates a safe working environment.

　　TSC classifies risks based on the contents of the equipment and operating conditions, formulates the procedures of equipment safety management and plans a plant maintenance and service system based on critical levels. Detailed inspections are planned for dangerous equipment to ensure safe operation of the equipment. During the use of dangerous equipment, automatic inspections, key inspections, operating inspections shall be carried out according to laws. In addition, regular inspections shall be carried out by labor inspection agencies within the statutory period.

　　For hazardous gas and chemical supply systems, toxic gas monitoring systems, process exhaust gas treatment systems, there are regular inspections and maintenance procedures in place. In the area of equipment, safety management methods are proposed in response to the safety needs of people, incidents, places and objects and they are controlled by standard operating procedures.

　　The Key Points for Maintenance and Reporting of Fire Safety Equipment” was formulated, and all fire-fighting equipment is regularly inspected to ensure it remains in a standby state at all times. Each unit follows Article 13 of the Fire Service Act and develops a fire protection plan to prevent fire, earthquake and other disasters to ensure the safety of human lives. In addition, we also established the self-defense fire brigades, organize the education and training on disaster preparedness (including reporting, putting out fire, evacuation guidance, safety protection, and first aid courses), implement earthquake preparedness measures, manage fire prevention during construction, establish emergency contact numbers, and plan evacuation routes.

　　For various situations such as natural disasters, chemical spills and hypoxia operations, TSC has also developed various types of emergency response plans and established an emergency reporting system based on the internal control system of Disasters Handling Guidelines, Guidelines for Disasters Emergency Response and TSC Operation Guidelines for Various Disasters and Emergency Incident Reporting. Each unit conducts earthquake preparedness drills tailored to their jurisdiction or department, promotes earthquake disaster prevention education and publicity, and fosters correct earthquake prevention concepts among all employees. This aims to enhance employees' early earthquake evacuation and response capabilities to achieve the goal of earthquake disaster prevention. In 2024, we cooperated with the National Disaster Prevention Day and organized earthquake disaster prevention education and emergency evacuation drills. We organized 146 sessions in total and 2,381 participants attended the training and drills.

　　TSC has developed the annual training program to ensure the industrial safety of the laborers based on the "Occupational Safety and Health Education and Training Rules". Besides, to increase the knowledge and management ability of the persons in charge of workplaces in occupational safety and health, letters are sent to the persons in charge who have not yet received the training to require them to participate in the “Occupational Safety and Health Training” they need.

　　Before the newly employed or transferred personnel commence their work, each unit must provide training to them based on the nature of their business and work requirements and keep records of the training for review. In 2024, the company conducted a total of 126 sessions for occupational safety and health-related education and training, with 4,221 participants. Among them, 9 sessions were organized, and 479 people were trained.

　　To promote employees’ awareness of industrial safety and environmental protection, prevent incidents of occupational hazards and pollution, promote employee safety and health, protect the environment and show good will, the “Industrial Safety and Environmental Protection Month” was introduced in November 2024 to promote content in industrial safety and environmental protection. The content of promotion includes the gate layout, greening, beautification, disaster prevention, earthquake resistance, safety and health, and environmental education of each unit. Safety training is organized, and various promotional activities are carried out. We also implement industrial safety management and inspection of our contractors, 5S activities in area under control, industrial safety inspection, disaster prevention and rescue, various emergency response drills, management of dangerous machinery or equipment and the licenses of the operators, reduction of industrial waste, recycling of waste, and classification of garbage.

　　To cooperate with the Ministry of Labor, TSC organized the 2024 National Occupational Safety Health Promotion Assembly, focusing on the enhancement of the employees’ knowledge and skills of workplace disaster prevention, promoting occupational safety, reinforcing autonomous management and health promoting activities to reduce the occurrence of occupational accidents. This year, each unit organizes the related activity separately based on the characteristics of the business unit. In the Headquarters, the President will lead the employees to make a declaration of labor safety in the meeting of the Occupational Safety and Health Management Committee in the third quarter this year. The number of participants to the 2024 Workplace Safety and Health Week Advocacy Conference Activities amounted to 715 (including participants via video conferencing).

 　　TSC’s Liuying Jianshanpi Resort is the first Safety and Health Family (“All for You Safety and Health Family”) in Tainan and the whole country focusing on the service industry, sparing no efforts in the promotion of the occupational safety and health in the workplace. For every project and repair operation and various daily operations of all departments, the hazard assessment shall be conducted in advance to find out the hazard point to plan safety maintenance equipment. The responsible persons of the contractors are gathered to be notified of the hazards and required to implement the requirements, and penalties or suspension of work will be imposed if relevant regulations are violated. It was also honored with the Five-star Award for Excellent Unit. The Ministry of Labor has enacted the Labor Occupational Accident Insurance and Protection Act on May 1, 2022. Business units receiving the Five-star Award for Excellent Unit are entitled to a 20% discount in premiums from industry-specific disaster rates to encourage them to actively strengthen occupational safety and health performance. In 2024, it organized occupational safety and health education and training and invited the Safety and Health Family to participate in 1 session.

　　"Taiwan Sugar Corporation Sugar Business Division Xiaogang Plant" takes this plant as its core enterprise and established the " TSC Xiaogang Safety and Health Family " in 2021, with a total of 20 family members. In order to enable the manufacturers and contractors of the family members to effectively understand the relevant laws and regulations on safety, hygiene and health and the responsibilities of managers at all levels of business units, in 2021, it cooperated with the Labor Standards Inspection Office of the Kaohsiung City Labor Affairs Bureau and the South District Labor Health Service Center. In 2024, it organized occupational safety and health education and training and invited the Safety and Health Family to participate in 2 sessions. The Safety and Health Family was also informed of the relevant occupational safety training of the Linkuang Technology Industrial Park, and family members were encouraged to actively participate in the training.

　　To assist business units to promote occupational safety, the Yunlin County Government invited TSC’s Huwei Sugar Factory to call on more than 20 cooperating manufacturers to jointly establish the Huwei Sugar Factory Safety and Health Family to work together for safety in the workplace. Through the communication platform, the Safety and Health family shared industrial safety experience, and knowledge of group safety and health is also provided to assist other factories to improve their management of safety and health. With the professional safety and health guidance, the safety and health lectures for operators, hazard identification and assessment, mutual inspection and observations of factories, preparation of project planning documents, risk evaluation and training and so on are provided to increase the safety awareness, hazard identification, and independent safety management capabilities of small and medium-sized business units, thereby reducing the occurrence of occupational accidents and improving a safe and health working environment. In 2024, 2 sessions of occupational safety and health education training were organized with invitations extended to family members.
