Resource Planning for the Land after Plain Afforestation Project

Background and Goals

The afforestation area owned by TSC is 11,571 hectares (including 397 hectares for the Nationwide Afforestation Program, 422 hectares with planter’s expense, and 370 hectares of eco-friendly parks). Among the total afforestation area, 10,382 hectares is following the government’s policy. With the 20-year plain afforestation subsidy about to cease, TSC will act in accordance with government policy for full utilization of agricultural land as a comprehensive plan of afforestation land is essential to the demand and supply of agricultural products and to TSC’s future agricultural development.


TSC will plan the flatland afforestation after expiration of 20 years. On August 19, 2022, the Council of Agriculture of Executive Yuan released three types of flatland afforestation, "land with ecological value", "arable land for growing" and "forests with poor condition".

Future Development

1. For land with ecological value, the Council of Agriculture (COA) has suggested it to be preserved as forest for wildlife habitat. Dynamic “underforest economy” will be developed following the program of the COA.

2. Arable land will be planned for organic plant growing, agricultural tests, or short rotation forestry.

3. For forests with poor condition, TSC plans to seek approval for land use change from the COA and check the feasibility of setting up photovoltaic (PV) systems in these areas for meeting the government's green energy policy.


1. Suitable land with abundant irrigation water sources will be reverted to agricultural usage, which can be leased to young farmers for encouraging them to come back to their hometowns for farming and thus helps solve the aging problem in the village and create job opportunities for the youth. TSC ask the Council of Agriculture of Executive Yuan to agree agricultural land utilization planning project, including agricultural power symbiosis test and demo sites. In order to cooperate with the government's green energy policy, it also can be used in agricultural production that enhance the diversity of land use.

2. Afforestation areas with beautiful forest landscape and diverse ecosystem/habitats will be kept for recreational and eco-educational purposes to enhance the benefits of scenic afforestation.

3. Infertile land can be used for green energy generation, that cooperate with the government's  policy and land activation and reuse.

Collaboration Opportunity

TSC will continue to seek forest tending subsidies from the COA for the three forest parks (Linhousilin Forest Park in Pingtung, Aogu Wetlands Forest Park in Chaiyi, and Danongdafu Forest Park in Hualien) to maintain these areas as sustainable parks. Expiry afforestation land will be maintained as eco-friendly habitat while serving the purpose of agricultural production in the meantime and creates diverse value for the land.
