As a state-owned enterprise, Taiwan Sugar Corporation continues to cooperate with the government's public policy needs, providing major economic and construction land, developing it into industrial parks, science parks, etc., to maximize the value of the land. In addition to assisting the government in promoting the "social housing" policy, the company has also taken inventory of existing land resources in recent years and built rental housing to meet the housing needs of the general public. In the future, TSC will continue to uphold a rent-only land use policy, select well-connected locations for planning and development, build affordable rental housing, or partner with the government for development, to ensure that these houses can achieve the greatest social benefits.
Assist In the Promotion of Social Housing
From 2017 to the end of Feburary, 2025, TSC cooperated with the government’s policy of “social housing” and took inventory of 82 sites and 91.58 hectares of land for the Ministry of Interior to evaluate and plan the construction of social housing. TSC provided the land on a lease basis, and the National Housing and Urban Regeneration Center or the local governments will carry out the construction work. Among them, 23 sites with an area of 24.66 hectares have been approved for leasing, and it is estimated that 13,700 social housing units can be planned for construction. In the future, if there is still demand for social housing, we will re-evaluate suitable locations and provide land for the governments to plan and use. In addition, according to the Ministry of Interior’s “Transforming Existing Hotels and Public and Private Housing into Social Housing” Project, a total of 1,598 units of TSC’s 6 self-owned student dormitories in northern, central and southern Taiwan (Miaoli, Gongying, Douliu, Guiren, Nanzi, and Yehlin Dormitories) were converted into social housing in August, 2023. By leasing land and converting the existing housing, TSC can provide a total of 15,298 social housing units.
Lease of Self-built Housing
TSC used to build Taisugar Dormitories to work in line with the College Accommodation Environment Project. Nowadays, due to the promotion of sustainable development issues, we aim for economic growth while at the same time taking into account the ecological environment. Therefore, in 2019, TSC started the planning for the construction of Shalun Smart Green Energy Circular Residential Park, which was officially put into operation in 2021. This is the first example for TSC to introduce the concept of circular economy into a residential project. To promote the sustainable development and reuse of land, TSC also selects appropriate sites to build rental housing in northern, central and southern Taiwan, and the Green Building design is also incorporated in the buildings while smart technology is also applied, creating a better-quality living environment.
In the rental housing construction plan, in response to the fact that Taiwan is about to enter super-aged society in 2025, TSC has been planning silver housing since 2018 and visiting various elderly residence and long-term care institutions as a reference for establishment and operation. The first circular intergenerational co-housing residential building was completed in the East District of Tainan City in early 2024 and officially started operation in June 2024. The residential space is designed with 103 units and 7 ground-floor shops, allowing for the introduction of related industries such as retirement facilities, clinics, convenience stores, restaurants, and more. The design includes classrooms, multipurpose activity spaces, a gym, a lounge, and a rooftop garden, providing open spaces for residents. In addition to creating a comfortable residential environment, we aim to establish lifelong learning and promote a sense of well-being, in line with the goals of “ageing together,” “learning together,” and “staying well together.”
