Diffusion of Resource Recycling Technology

Located in Pingtung County, Dong Hai Feng Agricultural Circulation Park under the Taiwan Sugar Corporation has been built into a demonstration park with multiple features, including high-tech pig farming, waste-to-energy, green energy and environmental protection, and environmental education. The subsequent 13 pig farms of Taiwan Sugar Corporation also used this as a benchmark, upgrading the original traditional open pig houses to modern closed water curtain pig houses, and introducing biogas power generation equipment to properly collect and utilize the biogas produced by the fermentation of pig manure and urine, converting the biogas into green energy, reducing the impact of the pig farming industry on the environment. It is hoped that it can play a leading role and encourage more related industries to be willing to invest in the biomass energy industry, improve efficiency, implement resource recycling, and help promote the sustainable development of domestic animal husbandry.

Investment Project for the Renovation of Agricultural Circulation Pig Farms

The "Agricultural Circulation Pig Farm Renovation Investment Plan" for 13 pig farms is the first large-scale investment and renovation project of TSC since the development of the livestock business. Through the renovation, the wastewater and waste treatment processes in the farms will be strengthened and controlled, and the operating procedures will be reviewed and improved. The pig manure and urine in the pig farms will be collected and divided into four treatment paths. The purpose is to let all parties redefine the pig farming industry and lead the development, improvement and upgrading of the domestic pig farming industry.

Biomass EnergyBiogas produced through fermentation is used for power generation to increase revenue (green energy resources).
Biogas Residue CompostAfter solid-liquid separation, the biogas residues are turned over and matured to make compost, which not only is neighbor-friendly but also increases fertilizer income.
Biogas Slurry RecoveryAfter sewage treatment, part of the biogas slurry is recycled to the site for reuse (water resources), and the odor is controlled to allowable range that is acceptable and compliant with regulations. It takes into account the pig farm configuration and production capacity, biological epidemic prevention, and proper treatment of sewage and odor, changing people’s stereotype, and enabling the public to gradually recognize the livestock and renewable energy circulation industry.
The Biogas Slurry and Residue are Used as Fertilizer in the FarmlandWe cooperate with the Ministry of Environment to promote the use of biogas slurry and sludge as fertilizer for farmland, and the recycling of agricultural waste, biogas slurry and sludge will be returned to TSC's self-owned farmland to increase soil fertility. In 2024, 141,077 metric tonnes of biogas slurry and sludge was used for irrigation. (Nanjing, Xincuo, Shilin Yi, Da Xiang Yi Chang, Da Xiang Er Chang and Dong Hai Feng Agricultural Circulation Park) Douliu Breeding Farm will handle the recycling of 1,534 metric tonnes of solid waste for irrigation of farmland, reducing wastewater discharge into rivers and reducing pollution.

Tung Sugar Energy Service Co., Ltd Promotes the Emerging Green Energy Businesses

As a state-owned enterprise, Taiwan Sugar Corporation (TSC) upholds its corporate social responsibility by aligning with the government's “5+2 Industrial Innovation Plan” and global sustainability trends. TSC actively promotes the energy and resource utilization of biomass waste. In addition to reusing pig manure and urine from its own facilities, the Company also supports national policies aimed at advancing the development of domestic biomass energy.

After learning that Taiwan Sugar Corporation (TSC) had accumulated substantial experience and achievements in biogas power generation over the years, Tung Ho Steel Group evaluated the potential of introducing U.S. biogas technology for development in Taiwan and sought to collaborate with TSC. Following feasibility assessments and internal reviews, TSC determined that the proposed collaboration aligned with both national policy and the Company’s strategic direction. Moreover, the partnership would enable the integration of both parties’ expertise, manpower, and capital to jointly invest in the development of biomass energy, thereby fostering the growth of emerging green energy businesses and contributing to improved environmental quality in Taiwan. In addition, operating through a private enterprise structure allows for greater flexibility and efficiency, which is conducive to effective implementation and industrial development. With the project having been approved by the Executive Yuan in June 2020, TSC partnered with Tung Ho Steel, Chia Der, and Far Eastern Group to establish Eastern Sugar Energy Service Co., Ltd. The first project site broke ground in 2021. By November 2023, fermentation tanks at Eastern Sugar began microbial seeding and substrate feeding for biogas production. Trial operations of the biogas power generation system commenced in March 2024, and official renewable energy equipment registration was obtained in May of the same year, marking the start of commercial operations. The Company aims for smooth future operations and is committed to achieving zero waste and sustainable development.
