Aspects of Sustainability-Implementing Sustainable Management(Goal 10,Goal 16)

2025 Goals and Achievements

l   To conduct the self-assessment system and performance evaluation of the board of directors at least once annually.

→ In 2025, the results of board member performance evaluation, “Board Member Performance Evaluation” and “Functional Committees” all reached “Outstanding.”

l   Directors continue to participate in advanced courses concerning corporate governance.

→ All Board members met the government’s required training hours. Directors are required to complete a total of 96 hours of continuing education, with the actual total training hours completed reaching 150 hours, averaging 10.7 hours per person, exceeding the required standard. A total of 5 directors completed more than the required training hours.

l   To participate in the corporate governance evaluation conducted by external notary agencies commissioned by the Department of State-Owned Enterprises of the Ministry of Economic Affairs.

→ TSC was rated "Excellent” in the 2025 evaluation. Overall, the corporate governance system and operations of Taiwan Sugar Corporation align with the domestic and international corporate governance principles and relevant regulations for state-owned enterprises, which are referenced and adopted by the Taiwan Board Performance Association's evaluation indicators

In 2025, a complete internal control system was established and implemented in accordance with relevant laws and regulations, and a self-assessment of the internal control system was conducted.

l   Each unit is required to organize at least 1 anti-corruption activity (such as integrity promotion, community involvement, or administrative transparency) annually to foster a culture of honesty and integrity.

→ In 2025, a total of 156 anti-corruption awareness events were held, with 1,227 participants.

l   To conduct a corruption risk assessment for each unit at least once a year.

→ Corruption-related risk assessments have been carried out on 17 units under its jurisdiction, accounting for 100% of all the operating bases of TSC.

l   To prevent thefts, alteration, destruction, loss, or leakage of personal data to avoid privacy infringement and data leakage.

→ The Legal Affair Office has established a personal data protection zone under the NAS (Network Attached Storage)/ Legal Affair Office Data Sharing Section. In 2025, dedicated personnel were also assigned in each unit to handle maintenance responsibilities via official circulars.

→ In 2025, the Department of Human Resources, Marketing Business Division, Department of Secretariat, and the Department of Planning completed on-site personal data audits of outsourced vendors, and no abnormalities were identified.

→ In January 20, 2025, a centralized training course titled 'Practical Audit of Personal Data File Security' was organized

→ No cybersecurity incidents or breaches of customer privacy information occurred in 2025, and control measures for various information and cybersecurity continued to be maintained.

2026 Goals

l   To conduct the performance evaluation of the board of directors at least once annually.

l   Considering the professional backgrounds and expertise of the directors, training courses outside their respective areas of specialization were chosen for continuing education.

l   The average attendance rate at board meetings reached 90%.

l   Self-assessments of the internal control system will be completed as scheduled in 2026 to ensure its implementation of internal controls, strengthen corporate governance, and enhance regulatory compliance.

l   Each unit is required to organize at least 2 anti-corruption activity (such as integrity promotion, community involvement, or administrative transparency) annually to foster a culture of honesty and integrity.

l   A corruption risk management shall be conducted at least once a year for the General Management Office and its 17 subordinate units.

l   A comprehensive internal control system has been established in accordance with applicable laws and regulations and effectively implemented to strengthen corporate governance. 

l   Implement remediation measures to address control gaps and improve the information security management system as well as various protective and control measures. 

l   With the goal of achieving zero reported cybersecurity incidents and personal data breaches in 2026, we continue to strengthen our information security protection measures and monitoring mechanisms.

Medium- and Long-term Objectives

l   To respect the interests of stakeholders, and govern the company with integrity management to ensure sustainable development of the company.

l   To protect shareholders' rights, strengthen the functions of the board of directors, bring out the functions of a functional committee, respect the interests of stakeholders, and govern the company with integrity management to ensure sustainable development of TSC.

l   To implement risk assessments, strengthen oversight mechanisms, and achieve the goal of zero corruption.

l   To prevent thefts, alteration, destruction, loss, or leakage of personal data to avoid privacy infringement and data leakage.

l   Enhance maturity and resilience, continuously monitor and maintain standard verification.

l   To become a benchmark, create value, and build a privacy protection governance system to ensure that cybersecurity and personal data breach risks remain within acceptable level.


Aspects of Sustainability-Leveraging Natural Capital(Goal 2,Goal 12 , Goal 15 )

2025 Goals and Achievements

l   To provide people with safe, hygienic and healthy pork and its products with CAS labels and product traceability certification.

→ 100% of fresh meat products are ISO 22000 and HACCP certified, and 94.99% have obtained CAS certification. Among processed meat products, 73.97% have obtained ISO 22000 and HACCP certifications, 46.10% have obtained dual CAS certification, and 30.36% have obtained traceable agricultural product certification.

l   To produce sufficient and high-quality sugar and edible oils to meet domestic market needs.

l   Sugar and cooking oil and fat products have obtained multiple safety certifications, including ISO 9001ISO 22000HACCP, ministry of Health and Welfare’s food safety management system and other related certifications , and Halal certification.

l   The pesticide usage per unit area in sugarcane cultivation fields of the Sugar Business Division decrease by 3% compared to the previous year.

→ Sugarcane production area for 2025 (2025/2026 period) was 6,021 hectares, with a total pesticide application of 184,580 kg, averaging 30.66 kg per hectare.

→ Sugarcane production area for 2024 (2024/2025 period) was 5,639 hectares, with a total pesticide application of 192,100 kg, averaging 34.07 kg per hectare.

→Pesticide use in 2025 decreased by 7,520 kilograms (-3.91%) compared with 2024; the amount used per unit area decreased by 10%.

l   To promote soil health and reduce the use of chemical fertilizers, green manure is planted on the self-operated farms during the sugarcane rotation and fallow period, with a planned planting area of 400 hectares.

→Green manure planting achievements reached 319 hectares in 2025.

l   To cooperates with government policies and continue to purchase sugarcane from contracted sugarcane farmers at a guaranteed price; some of our own farms also cooperate with young farmers to produce raw sugarcane to support regional agricultural development.

→TSC continues to purchase sugarcane from contracted sugarcane farmers at guaranteed prices and offers young farmers a 50:50 sugar split, successfully attracting young farmers to engage in sugarcane cultivation and achieving the goals of stable supply and promoting agricultural development.

l   TSC cooperated with the government price stabilization policy and maintained the retail price of household small-pack refined white sugar at under NTD36/kg during periods of rising international sugar prices. For commercial large-pack sugar, we adopted a gradual price adjustment strategy to mitigate the impact on domestic consumer prices. The retail price of 3-liter bottled soybean oil remains unchanged at NTD169, with a continued price freeze policy in place.

In 2025,the global commodity prices have surged. To cooperate with the government’s price stabilization policy, the retail price of sugar remained at NTD 36/kg. The retail price of the salad oil (3L) remains at NTD 169.

l   Agricultural Circulation Pig Farm Renovation and Investment Project, 13 livestock farms are being renovated in two phases. The first phase of 6 pig farms were progressively completed by the end of 2025, and pigs were put in for trial operation and entered the acceptance stage. The pigs were successively put into the 7 pig farms renovated in the second phase for trial operation since 2026, and the farms are currently in the trial-run phase.

Taiwan Sugar Corporation’s Oyster Shell Calcium Carbonate Biotechnology Materials Plant continued to optimize its production capacity allocation to supply products for feed and agricultural applications. In 2025, the plant recycled 3,727 metric tonnes of waste oyster shells, bringing the cumulative amount recycled since the commencement of commercial operations in 2021 to 10,819 metric tonnes.

2026 Goals

l   To produce sufficient and high-quality sugar and edible oils to meet domestic market needs.

l   To cooperates with government policies and continue to purchase sugarcane from contracted sugarcane farmers at a guaranteed price; some of our own farms also cooperate with young farmers to produce raw sugarcane to support regional agricultural development.

l   TSC fully cooperates with the Ministry of Agricultures’ notification to increase or decrease the number of hogs delivered to the auction market to stabilize domestic pork prices.

l   The target area for organic farming land leasing is 800 hectares. In 2026, the pesticide usage per unit area in sugarcane cultivation fields shall decrease by 3% compared to the previous year (2025).

l   To promote soil health and reduce the use of chemical fertilizers, green manure is planted on the self-operated farms during the sugarcane rotation and fallow period, with a planned planting area of 400 hectares.

l   Tainan District Office plans to produce 6,000 tons of bagasse compost at two organic fertilizer farms in Xinying and Shanhua. Through a subsidy program recommending domestic organic fertilizer brands, the compost will be provided to farmers for soil improvement, increasing soil organic matter content, enhancing soil fertility, and maintaining optimal conditions in soil rhizosphere.

l   In accordance with the new agriculture policy, TSC supports soil-friendly organic farming, with the goal of providing farmers with 800 hectares of leased farmland for organic farming. We continue to promote collaborative production between our self-operated farms and local farmers. For 2026, the target cooperation area is set at 971 hectares, representing a 44.7% increase from the 671 hectares in 2025. Within this total, 800 hectares will be provided to farmers for organic crop cultivation, marking a 6.7% increase compared to the 2025 target of 750 hectares.

l   Become a professional manufacturer of oyster shell powder for multiple applications.

l   Complete the renovation project of agricultural circulation pig farms will upgrade the wastewater treatment equipment of traditional pig houses to improve treatment efficiency.

l   The annual recycling volume of waste oyster shells increased by 5% compared with 2025.

Medium- and Long-term Objectives

l   To continue to provide the public with high-quality, stable-priced domestic pork and its products.

l   To produce sufficient and high-quality sugar and edible oils to meet domestic market needs.

l   We continuously collaborate with the conclusions drawn in the meetings of Ministry of Agriculture dated on August 4, 2020, and August 23, 2021 to provide flat land for afforestation suitable for agricultural production locations to Ministry of Agriculture for the overall planning of organic agriculture zones, livestock zones, the special zone for the cultivation of medicinal plants used in traditional Chinese medicine that the Ministry of Health and Welfare is planning, and the land required for the demonstration of irrigation of biogas residue and biogas slurry planned by the Ministry of Environment.

l   The pesticide usage per unit area in sugarcane cultivation fields of the Sugar Business Division has decrease by 3% compared to the previous year.

l   To promote soil health and reduce chemical fertilizer use, plant green manure crops during the fallow rotation periods of company-operated sugarcane farms, with the cultivated area gradually expanded to 800 hectares.

l   The self-operated farms utilize biological pest control methods such as the use of Trichogramma chilonis to reduce the use of insecticides and control rodent damage in sugarcane fields, thereby preserving the ecological balance of the farmland.

l   TSC cooperated with the government price stabilization policy and maintained the retail price of household small-pack refined white sugar at under NTD36/kg during periods of rising international sugar prices. For commercial large-pack sugar, we adopted a gradual price adjustment strategy to mitigate the impact on domestic consumer prices. The retail price of 3-liter bottled soybean oil remains unchanged at NTD169, with a continued price freeze policy in place.

l   To change the stereotypical image of pig farms among the public, promote sustainable animal husbandry industry, and enhance our corporate image.

l   The total revenue from diversified oyster shell powder applications has increased by 5% year-on-year, and the entire plant's operations and management are moving towards the goal of three zeros-"zero pollution," "zero waste," and "zero accidents." It has become the best demonstration site for practicing "circular economy" and "new agriculture" in Taiwan.

l   To create a zero wastewater discharge model and fully introduce the circular economy into the pig farming industry for sustainable development.


Aspects of Sustainability-Creating Social Value(Goal 1, Goal 2, Goal 3 , Goal 8, Goal 12 )

2025 Goals and Achievements

l   To continue the organization of health food promotion activities.

l   In 2025, we organized 4 health food promotional events.

l   To continue the R&D of health food that meet the needs of the Taiwanese people.

→ As of 2025, we have obtained cumulative 10 (12 health claims) health food certifications.

l   To invest NTD 35,000 thousand for R&D.

In 2025, the amount of R&D expenses invested reached NTD 41,247 thousand.

l   The Biotechnology Business Division conducts customer satisfaction surveys on a yearly basis, and reviews and improves items with lower scores. For example, in 2024, the items of “market innovation and R&D capabilities” and “product competitiveness” need to be improved. In 2025, new products will be promoted to be launched, and market innovation and R&D and product competitiveness will be strengthened to achieve customer satisfaction.

A customer satisfaction survey was carried out in 2025, and the results showed that customer satisfaction remained at a good level, with an increase of 3.2% in the overall score compared to 2024.

l   To continue the organization of health food promotion activities.

In 2025, four sessions of health food promotion events were held.

l   To continue the R&D of health food that meet the needs of the Taiwanese people.

→The Marketing Business Division continues to promote health food products, while the Biotechnology Business Division has obtained 10 health food certifications (out of 12 functional claims). In December 2025, the division had new product trial launch of the "Radiance with Brown Sugar Pearls" at the Dalin Sugar Refinery, demonstrating its ongoing R&D and innovation capabilities.

l   To complete the Carbon Reduction Label verification, and plan to launch 3 pork products that meet the "Clean Label".

The Xiaogang Plant’s edible oil products obtained Carbon Reduction Label certification from the Ministry of Environment, and the Carbon Reduction Label is displayed on the product packaging. In 2025, the Livestock Business Division produced “Taisugar Premium Pork Round Honey-Glazed Jerky” and “Taisugar Premium Pork Round Green Sichuan Pepper Jerky” in compliance with Clean Label requirements, and launched both products in May. The Marketing Business Division’s “Taisugar Braised Eel with Black Garlic” and “Taisugar Tuna with Sweet Corn” passed the Clean Label 100% Additive-Free Certification. “Taisugar Mackerel in Brine” and “Taisugar Tuna in Brine,” both of which are guaranteed to contain no food additives, obtained Double Clean Label certification.

Taiwan Sugar Corporation has proactively established a "Food Safety Traceability Management System (FT)" to effectively incorporate raw material and production information for its self-produced products into the system for improved responsiveness. At the same time, it has established a food safety monitoring program and regularly completes electronic reporting to the government's Food Traceability Management Information System (Ftracebook) to protect consumers' food safety rights.

l   Allocation of NTD 6.8 million in subsidies for various public welfare activities organized by local community groups.

→ In 2025, the total amount of subsidies for public welfare activities amounted to about NTD 7.243 million.

l   To organize a total of 115 public welfare activities and other community-related activities.

→ In 2025, a total of 136 public welfare activities were organized.

l   To cooperate with the government’s policy of stabilizing commodity prices and adjust retail prices.

The retail price of sugar remained at NTD 36/kg; to stabilize pig prices, 12,881 pigs were allocated for supply and demand in 2025.

2026 Goals

l   To ensure that the various sugar product certifications obtained are still valid, and the certification mark will be added to the product packaging for consumers to identify.

l   No violations in product labeling and marketing.

l   To invest NTD 35,000 thousand for R&D.

l   To organize 2 session of quality management education and training, with estimated participants of 60.

l   To continue the implementation the policy of no sulfonamides, no clenbuterol, no hormones and no growth hormones.

l   To continue the implementation the feeding of green feed.

l   No food safety incidents involving self-manufactured products occurred in 2025.
