In late September 2025, Typhoon Ragasa
severely damaged Hualien, and days of torrential rain caused a dangerous
landslide dam to form on the Mataian River in Guangfu Township. With the risk
of overflow and dam failure looming, Guangfu Township faced a severe test. At
this critical moment, the Huatung Operation Branch of Taiwan Sugar Corporation
(Hualien Sugar Factory) quickly demonstrated the social resilience of a
state-owned enterprise, transforming the once bustling tourist sugar factory
overnight into a "Forward Command Post" protecting Guangfu Township.
When the disaster alarm sounded,
Hualien Factory immediately activated its emergency response mechanism,
suspending commercial operations and converting the entire area for disaster
relief purposes, changing from a tourist hotspot to disaster relief stronghold.
Faced with the enormous demands of the government and relief agencies, TSC
demonstrated precise space allocation capabilities. Detailed disaster relief
configuration maps were drawn up within the factory area, maximizing the
efficiency of idle space.
In addition to providing space, TSC
also offered substantial land resources during the most challenging time.
Addressing the problem of a large amount of excavated soil with nowhere to
dispose of it after the levee breach, the Huatung Operation Branch (Hualien
Sugar Factory) urgently coordinated the release of approximately 19.45 hectares
of land (Xinzhuang section of Guangfu Township, and farmland Plot No. 61 and
No. 62 of Danongdafu Forest Park) as a temporary soil storage site. This accelerated
the cleanup and recovery efforts in the disaster area, providing a destination
for the mudslides and resolving the immediate crisis. Additionally, 1.5
hectares of land was released for the construction of temporary housing units
by the National Land Management Agency, addressing the insufficient housing
capacity for local disaster victims. This demonstrates the company's core
capabilities and its commitment to corporate social responsibility.
In this incident, we went beyond
simply donating supplies and providing infrastructure; we provided logistical
support services, supplying 700 tons of well water and spring water daily for
water trucks in the disaster area to draw water for washing and cleaning. We
also maintained three separate bathrooms for volunteers and rescue workers to
use free of charge 24 hours a day. In addition, Taisugar Dajin Gas Station
cooperated with CPC Corporation's scheduling and the Center Incident
Coordination Post for Central Emergency Operation Center to provide heavy
machinery and fuel for volunteer rescue efforts.
In the Mataian River Disaster
Response, the Huatung Operation Branch (Hualien Sugar Factory) was not merely a
site, but a stabilizing force. Through public-private partnerships,
TSC fully demonstrated the new value of this long-established sugar factory in
a modern disaster preparedness system—a tourism engine that revitalizes the
local economy in peacetime, and an unbreakable social safety net in times of
disaster. This perfectly exemplifies Taiwan Sugar Corporation's commitment to
sustainability, fostering a symbiotic, mutually beneficial, and shared destiny
with the local community.
