To reduce occupational
safety risks, the company has formulated corresponding operation management
process, adopted appropriate preventative measures and implemented necessary
control methods for various business. In addition, through training, advocacy,
drills and inspections, hazard identification continues to be carried out to
control risks within an acceptable level and positively creates a safe working
environment.
Equipment Safety Management
TSC classifies risks based on
the contents of the equipment and operating conditions, formulates the
procedures of equipment safety management and plans a plant maintenance and
service system based on critical levels. Detailed inspections are planned for
dangerous equipment to ensure safe operation of the equipment. During the use
of dangerous equipment, automatic inspections, key inspections, operating inspections
shall be carried out according to laws. In addition, regular inspections shall
be carried out by labor inspection agencies within the statutory period.
For hazardous gas and chemical
supply systems, toxic gas monitoring systems, process exhaust gas treatment
systems, there are regular inspections and maintenance procedures in place. In
the area of equipment, safety management methods are proposed in response to
the safety needs of people, incidents, places and objects and they are
controlled by standard operating procedures.
Emergency Response Management
Taiwan Sugar Corporation has
established "Regulations for Inspection and Declaration of Fire Safety
Equipment" to ensure that the fire-fighting equipment is readily available
through regular inspections. Each unit also develops a "Fire Protection
Plan" in accordance with Article 13 of the Fire Services Act, establishes
self-defense fire-fighting teams, and conducts disaster prevention and response
training in areas such as reporting, firefighting, evacuation guidance, safety
protection, and rescue, thereby strengthening its prevention and response
capabilities to fires, earthquakes, and other disasters.
For various situations such as
natural disasters, chemical spills and hypoxia operations, TSC has also
developed various types of emergency response plans and established an
emergency reporting system based on the internal control system of Disasters
Handling Guidelines, Guidelines for Disasters Emergency Response and TSC
Operation Guidelines for Various Disasters and Emergency Incident Reporting. In
2025, TSC cooperated with the National Disaster Prevention Day activities and
conducted a total of 114 earthquake disaster prevention education and emergency
evacuation drills, with 4,893 participants, enhancing employees' earthquake
preparedness awareness and initial disaster response capabilities.
Education and Training of Occupational Safety and Zero Accident
TSC
has developed the annual training program to ensure the industrial safety of
the laborers based on the "Occupational Safety and Health Education and
Training Rules". Besides, to increase the knowledge and management ability
of the persons in charge of workplaces in occupational safety and health,
letters are sent to the persons in charge who have not yet received the
training to require them to participate in the “Occupational Safety and Health
Training” they need.
Before
the newly employed or transferred personnel commence their work, each unit must
provide training to them based on the nature of their business and work
requirements and keep records of the training for review. In 2025, the company
conducted a total of 129 sessions for occupational safety and health-related
education and training, with 8,030 participants. Among them, 7 sessions were
organized, and 479 people were trained.
Industrial Safety and Environmental Protection Month and Occupational Safety Promotion Assembly
To
promote employees’ awareness of industrial safety and environmental protection,
prevent incidents of occupational hazards and pollution, promote employee
safety and health, protect the environment and show good will, the “Industrial
Safety and Environmental Protection Month” was introduced in November 2025 to
promote content in industrial safety and environmental protection. The content
of promotion includes the gate layout, greening, beautification, disaster
prevention, earthquake resistance, safety and health, and environmental
education of each unit. Safety training is organized, and various promotional
activities are carried out. We also implement industrial safety management and
inspection of our contractors, 5S activities in area under control, industrial
safety inspection, disaster prevention and rescue, various emergency response
drills, management of dangerous machinery or equipment and the licenses of the
operators, reduction of industrial waste, recycling of waste, and
classification of garbage.
To
cooperate with the Ministry of Labor, TSC organized the 2025 National
Occupational Safety Health Promotion Assembly, focusing on the enhancement of
the employees’ knowledge and skills of workplace disaster prevention, promoting
occupational safety, reinforcing autonomous management and health promoting
activities to reduce the occurrence of occupational accidents. This year, each
unit organizes the related activity separately based on the characteristics of
the business unit. In the Headquarters, the President will lead the employees
to make a declaration of labor safety in the meeting of the Occupational Safety
and Health Management Committee in the third quarter this year. The number of
participants to the 2025Workplace Safety and Health Week Advocacy Conference
Activities amounted to 481 (including participants via video conferencing).
Establishment of Safety and Health Family
TSC continuously strengthens
occupational safety and health management in the workplace and contracted
operations through its Occupational Safety and Health Family (OSH Family)
mechanism. "Liuying Jianshanpi Resort" is the first service
industry-focused resort in Tainan and nationwide to implement the "All for
You Safety and Health Family" (OSH Family). All engineering, repair, and
daily operations undergo hazard assessments beforehand, safety maintenance
measures are planned, and contractors are notified of hazards and required to
comply with regulations. Violators are subject to fines or work stoppages. In
line with the implementation of the "Labor Occupational Accident Insurance
and Protection Act", five-star award-winning enterprises can receive a 20%
reduction in industry-specific disaster insurance premiums to encourage
companies to improve their Occupational Safety and Health performance. In 2025,
Liuying Jianshanpi Resort held one Occupational Safety and Health training
session, inviting members of the OSH Family to participate.
Furthermore,
TSC's Xiaogang Factory of the Sugar Business Division established the "TSC
Xiaogang OSH Family" in 2021. With the Xiaogang factory as the core
enterprise, it connects 20 family members and collaborates with the Labor
Standards Inspection Office under the Labor Affairs Bureau of Kaohsiung City
Government and the Southern District Labor Health Service Center to conduct
numerous occupational safety and health education and training sessions,
helping partners establish awareness of safety and health laws and regulations,
as well as the responsibilities of supervisors at all levels. Starting in 2025,
the Xiaogang factory further transformed its occupational safety and health
promotion model into a regular "resource integration and sharing"
mechanism, proactively sharing information about external occupational safety
lectures and free training courses, encouraging contractors and partners to
participate in professional training, and continuously improving occupational
safety and health knowledge across the supply chain.
