As a state-owned enterprise,
Taiwan Sugar Corporation continues to cooperate with the government's public
policy needs, providing major economic and construction land, developing it
into industrial parks, science parks, etc., to maximize the value of the land.
In addition to assisting the government in promoting the "social
housing" policy, the company has also taken inventory of existing land
resources in recent years and built rental housing to meet the housing needs of
the general public. In the future, TSC will continue to uphold a rent-only land
use policy, select well-connected locations for planning and development, build
affordable rental housing, or partner with the government for development, to
ensure that these houses can achieve the greatest social benefits.
To respond to the public housing needs
From 2017 to the end of December, 2025, TSC cooperated with the
government’s policy of “social housing” and took inventory of 83 sites and
91.58 hectares of land for the Ministry of Interior to evaluate and plan the
construction of social housing. Among them, 23 sites with an area of 24.66
hectares have been approved for leasing, and it is estimated that 13,700 social
housing units can be planned for construction, suitable land will continue to be evaluated and made available
based on future demand.In addition, according to the
Ministry of Interior’s “Transforming Existing Hotels and Public and Private
Housing into Social Housing” Project, in August
2023, TSC converted 1,598 units across its six dormitories in northern,
central, and southern Taiwan into social housing, bringing the total number of
social housing units available to 15,298.
To promote sustainable land reuse and respond to
housing needs, TSC also targets students and young people to promote low-carbon
housing development on suitable sites throughout Taiwan. This involves
incorporating green building materials, low-carbon building design,
professional property management, and smart monitoring systems to create shared
and high-quality living spaces. Since 2021, seven residential projects totaling
1,266 units have been completed and put into operation in Taipei, Taichung,
Tainan, and Kaohsiung. Currently, 159 units are under construction in Qiaotou
District, Kaohsiung, and are expected to be completed by the end of 2026 and
operational in the first half of 2027. In 2025, a new cooperative development
project for 234 units in Yongkang District, Tainan, was planned, with
completion expected by the end of 2029 and operation in the first half of the
following year.
Investment in Branding Commercial Districts
In line
with TSC's ongoing asset revitalization strategy, suitable locations are being
actively identified for self-investment and development of TSC-branded
commercial districts and parking facilities. The projects incorporate design
concepts such as green building/building energy efficiency, low-carbon (low
embodied-carbon) building, and smart building to create a distinctive and
high-quality commercial cluster. Currently, plans are underway to construct
approximately 1,000 ping (approximately 333 square meters) of low-intensity
commercial space in the Quanyuan section of Taichung's East District, with
completion expected by mid-2029 and operation commencing in the second half of
the same year. Future plans include investing in projects in Tainan and Chiayi
to revitalize land use in the short term, increase revenue, and stimulate
surrounding commercial and residential functions.
Collaborative Development Model
The "Gukeng Industrial Value-Added Park", which is
planned under the leadership of the Yunlin County Government and with land
resources provided by Taiwan Sugar Corporation, finally received development
permission from the Ministry of the Interior in March 2025 after a six-year
administrative process. It will be developed into a green energy industry base
in line with international trends. This project adopts a joint development
model, with Yu Hsin Development & Construction Co., Ltd. as the developer.
The 45 hectares of industrial land will be equally allocated between the county
government and Taiwan Sugar Corporation according to the agreement. This will
not only promote local economic prosperity and increase employment
opportunities, but also symbolize a win-win opportunity created by the
state-owned enterprise and the local government working together.
To diversify land
revitalization and asset utilization, TSC launched its first "Joint
Development of Residential Community" project in 2024, seeking partners to
construct residential buildings. Different from previous joint development
projects where contractors were required to buy back the units allocated to TSC
at a contract price, the "Joint Development of Residential Community"
model allows TSC to allocate buildings based on the value of the land's joint
development rights, retaining them as its own assets for lease. This ensures
the sustainable use of assets, reduces the burden on joint development
companies of having to buy back all TSC's real estate, and promotes the
potential for land revitalization.
The first
"Joint Development of Residential Community" development is located
in the Yanhang Re-zoning Area of Tainan City. It is expected to be completed as
early as 2029. Taiwan Sugar Corporation will allocate one building with 243
units for rent only, as a sustainable asset, which may also be used as
high-quality social housing in accordance with government regulations.
